HCRS offers three CIGNA provider network health plans. An employee is eligible for coverage following a 30-day waiting period after date of hire.
HCRS offers dental coverage through CIGNA Dental. Full-time employees are covered at Agency expense; part-time employees may enroll with an associated premium. Family members may be enrolled at an additional premium. There is no deductible and coverage is set at $1,000 per participant per plan year. Enrollment is not automatic; employees must enroll for coverage to be effective. There is a six-month waiting period with enrollment effective on the first of the month following completion of the waiting period
VSP Vision Plan
HCRS offers employees a vision plan with coverage for prescription lenses and frames, contact lenses, and eye exams through VSP. Eligible employees are covered on first of the month, following one month of service.
Flexible Spending Accounts (FSA)
Flexible Spending Accounts allow benefits-eligible employees to pay for eligible out-of-pocket expenses for medical, dental, vision care, or dependent care with pre-tax dollars through payroll deduction. The FSA deductions lower taxable income and allow the use of tax-free dollars for FSA eligible expenses. Up to $2,550 can be contributed into a health care FSA and $5,000 into a dependent care FSA per calendar year.
403(b) Retirement Savings Plan
HCRS offers a 403(b) retirement savings plan through the Principal Group which offers a wide range of mutual funds and other investment vehicles for employees to select from. HCRS provides a matching contribution to employees of up to 5%; employees are fully vested after five years of service. Eligible employees may enroll in the plan at any time.
HCRS provides assistance of up to 50% of tuition costs to eligible full-time employees based on length of service. Courses must be approved for reimbursement and a passing grade is required.
Employee Assistance Plan (EAP)
HCRS offers a work-life balance EAP service, providing employees and members of their household up to three sessions of assessment, referral, and/or short-term problem solving per assessed problem per year, at no cost to the employee. Services are available 24 hours a day, 365 days a year.
Life Insurance / AD&D
HCRS provides group term insurance to eligible employees equal to 200% of an employee’s base annual salary (rounded to the next highest $1,000 increment).
Long-term disability coverage is provided at no cost to eligible employees. The plan pays 60% of salary after a 120-day waiting period.
Paid Medical Leave
HCRS offers a fully funded short-term disability plan at no cost to eligible employees. Benefits are based on length of service and pay 65% of salary.
HCRS provides employees with the opportunity to purchase voluntary insurance through AFLAC for accident, short-term disability, serious health events, and cancer care. Premiums are paid through payroll deduction and can be pre-tax.
Interest-Free Computer Loans
Periodic interest-free loans for the purchase of a computer, up to $1,000, payable over 12-months through payroll deduction.
Paid Time Off (For positions that do not follow a school-based schedule) Vacation Days
HCRS grants vacation days to eligible employees based on years of service:
- Less than 5 years: 3 weeks per year
- More than 5 years: 4 weeks per year
Eligible employees receive five (5) personal days per year.
Seven (7) paid holidays per calendar year (plus one additional day at the discretion of senior leadership when it allows for a long holiday weekend).
Eligible employees accrue sick leave days biweekly at the rate of one (1) day per month.
Eligible employees may be granted up to three (3) days of paid leave in the case of death in an employee’s immediate family.
Full-time employees and regular part-time employees working a minimum of 30 hours per week are eligible for all HCRS benefits.
Regular part-time employees working a minimum of 20 hours per week are eligible to participate in the HCRS 403(b) Plan.
All regular employees, regardless of hours worked per week, and members of their household are eligible for access to the Employee Assistance Plan (EAP).
