“David” an 8 year old boy with classic Autism, came to us after being removed from his home by DCF. He was non-verbal, using grunting sounds and pointing or acting out to communicate his thoughts and feelings. He had an intense fear of going outside and making transitions to new places was overwhelming for him. His academic skills were extremely low and he was not getting any real educational services due to the upheaval in his life. HCRS staff immediately began to identify the services he would need to progress and grow. A shared living provider was found who has given him a wonderful family environment to live and grow in. David now goes to school for the whole day. He is using his words more than ever and instead of pulling on someone or grunting or pointing, he is prompted to use requests like “ Can I use the computer, please,” without being told.

Health Insurance

HCRS offers three BCBSVT provider network health plans. An employee is eligible for coverage following a 30-day waiting period after date of hire.  Plan 1 and Plan 2 are traditional health insurance plans with deductibles, copays, and co-insurance.  Plan 3 is a high deductible plan.  All plans offer preventive care at no cost to the participant. 

Wellness Program

When an eligible employee elects an HCRS health plan, they are eligible for financial incentives through the HCRS Wellness Incentive Program.  The program promotes over employee and family wellbeing.  The financial incentives earned may be ued for eligible medical, dental, or vision expenses (based on the plan you elect).  There is also an option for using the funds on a taxable basis for certain wellness-related items, such as gym memberships, running shoes, kayaks, and more.  

Dental Insurance

HCRS offers two dental plans (Basic and Premier) through Northeast Delta Dental. Full-time employees are covered in the Basic Plan at Agency expense and have the option of buying up to the Premier plan.  Full-time employees with family members and eligible part-time employees may enroll in either plan with an associated premium.  Coverage is effective the first of the month following a six-month waiting period. 

Vision Insurance

HCRS offers employees a vision plan with coverage for prescription lenses and frames, contact lenses, and eye exams through VSP.  Eligible employees are covered on first of the month, following one month of service.  Coverage is effective the first of the month after a 30-day waiting period.

Flexible Spending Accounts (FSA) / Dependent Care Accounts (DCA)

Flexible Spending and Dependent Care Accounts allow benefits-eligible employees to pay for eligible out-of-pocket medical, dental, and vision expenses or dependent care expenses with pre-tax dollars through payroll deduction. The FSA/DCA deductions lower taxable income and allow the use of tax-free dollars for eligible expenses. In 2018, up to $2,650 (individual) or $5,000 (family) may be contributed into an FSA and up to $5,000 into a DCA.

403(b) Retirement Savings Plan

HCRS offers a 403(b) retirement savings plan through the Principal Financial Group which offers a wide range of mutual funds and other investment vehicles for employees to select from.  HCRS provides a matching contribution to employees of up to 5%; employees are fully vested after five years of service. 

Paid Time Off (for positions that do not follow a school-based schedule)

  • Eligible employees receive:

Vacation:  Three weeks per year; four weeks per year after 5 years of service
Personal:  Five days per year
Sick:  Twelve days per year
Holidays:  Eight paid holidays per year 

Family Medical Leave (FMLA)/ Paid Medical Leave

HCRS is an FMLA employer and provides Paid Medical Leave to individuals on FMLA for their own medical needs.  Benefits are based on length of service and pay 65% of salary.

Tuition Assistance

HCRS provides assistance of up to 50% of tuition costs  up to $5,250 per calendar year to eligible full-time employees based on length of service. Courses must be approved for reimbursement and a passing grade is required.

Snow Tire Subsidy

Quality snow tires are important for safe winter driving.  HCRS will help you purchase up to four new snow tires with a $25 per tire subsidy.  This is a taxable benefit.

Interest-Free Computer Loans

Interest-free loans up to $1,000 are available for the purchase of a computer.  Loans are payable over 12-months through payroll deduction.

Emergency Loans

 In cooperation with River Valley Credit Union, HCRS provides eligible employees with a guaranteed advance up to $750 to help with emergency/unplanned needs.  The advance is repaid through payroll deduction.  It is interest free and has no associated fees. 

Employee Assistance Program (EAP)

HCRS offers a work-life balance EAP service, providing employees and members of their household up to three sessions of assessment, referral, and/or short-term problem solving per assessed problem per year, at no cost to the employee. Services are available 24 hours a day, 365 days a year.

Group Term Life Insurance / AD&D

HCRS provides group term insurance to eligible employees equal to two times an employee’s base pay.  Employees may also purchase additional term life insurance for themselves and their family members at HCRS' group rates.

Long-Term Disability

Long-term disability coverage is provided at no cost to eligible employees. The plan pays 60% of salary after a 120-day waiting period.

Voluntary Insurance and Workplace Policies

HCRS offers eligible employees an opportunity to purchase term life insurance for themselves and their family members at HCRS' group rates.  Workplace policies (short-term disability, accident insurance, critical illness insurance) are also offered to eligible employees with premiums paid through payroll deduction.

Benefits Eligibility

Full-time employees and regular part-time employees working a minimum of 30 hours per week are eligible for all HCRS benefits.

Regular part-time employees working a minimum of 20 hours per week are eligible to participate in the HCRS 403(b) Plan.

All regular employees, regardless of hours worked per week, and members of their household are eligible for access to the Employee Assistance Plan (EAP).
